The cartoon is a take on the Three Little Pigs story where the wolf has trouble blowing down the third house, made of bricks, got exhausted, and just dies for some reason.
Which captures the confidence Britain had at that time of defending one of their crown colonies, and the inevitable humiliation and shock that the eventual withdrawal offered.
